This thesis discusses the formulation policy of criminal act against the certificate issued by National Land Agency. In addition it also has a purpose that is to disclose and analyze the urgency of the policy formulation of criminal acts against the land rights certificate issued by the National Land Agency at this time and the policy of formulation of criminal act against the certificate of land rights issued by the National Land Agency in the future that will come. Through literature study using normative juridical approach method, it is concluded that the importance of formulation policy of criminal act against certificate issued by National Land Agency is due to the fact that many holders of land titles are disadvantaged as a result of cancellation of land title certificate, overlapping of ownership and disputes stemming from errors in the process of land titling by the National Land Agency, while the National Land Agency can not be held criminally liable. Formulation policy of criminal act against certificate of land rights issued by National Land Agency in the future, can be done by making legislation regulating the problem of type of criminal act, elements of criminal act and criminal responsibility and criminal sanction for Land Agency National as State Administration Officer who issued and/or canceled the land title certificate in order to give a deterrent effect.
